Why do some women, girls or ladies, dress in such skimpy outfits and complain if they are looked upon?
First of all, I'm a female so my opinion is based on being one and trying to figure out the answer to this question for YEARS! I think it's tied to the individual females' self-confidence (or lack of it) and the proven anthropological belief that it is to attract the male. Some females have the personality to back-up the racy outfit. Some wear them because of fashion and they have to be 'In'. Some wear them because older female role-models may dress that way so the younger female follows suit (i.e. She doesn't know any better). Whichever version fits a particular female, being noticed is absolutely part of the plan. If you'll humor me here, I'll use this ogy: It's similar to a male chasing after a female. He's predisposed to do it but he doesn't always know what to do if he ever catches one. In otherwords, it's confusing; it sends mixed messages and changing it requires the person to mature and take responsibility for their choices. By the way, I'm not ignoring the just plain ol' slutty females or the just plain ol' creepy males. But I think that people have a right to dress the way they feel best. Just be prepared for a response.
