I just heard on the radio and it said bush will not go to war with Iran even?

though they say they have WEAPONS OF M DESTRUCTION and... bush said he believes in a diplomatic solution to this problem ... does this sound like a 'flipflop' as far as the war in iraq is concerned? meaning he went to war there knowing iraq had no wmds but iran says they do plan on having them if not already?
