Project gunwalker was meant to pad statistics so the ATF could get more funds? Or is it more sinister?

I know there are probably no more serious advocates of a 100-percent ban on private firearms in the United States thanks to the DC v. Heller Supreme Court decision from 2008. Lesser forms of gun control are a different story, though.
