Does the Federal government follow the constitution?

Where does the federal government get the power to ban Pot? It took an amendment to the constitution to ban alcohol during prohibition. Is it through treaties with foreign countries or what? Also, where does the fed think it has the power to force health care on us? Does the Fed really follow the constitution? It looks like the Constitution is hardly worth toilet paper now days.
